Phone registration in North Cyprus has started from 2016. All devices with electronic identity information must be registered in Mobile Device Registration System or in Turkish Mobil Cihaz Kayıt Sistemi (MCKS) which is established by the Information Technologies and Communications Authority. Otherwise, they will be out of reach after 90 days of use.

With MCKS, the unregistered mobile phone market, which causes unfair competition and tax loss, will be prevented, problems such as mobile phone thefts and the subsequent unavailability of the device will be minimized, and the separation of devices entering the TRNC through legal and illegal means will be made through systematic import processes.

Can I use my device brought from abroad in TRNC?

Devices brought from abroad can be used without registration for 90 days after receiving a notification that the device has started to be used and/or that the device is unregistered. If the device is not registered within 90 days, communication is closed. 

What devices are required to be registered?

All devices that can insert a sim card, that is, with IMEI information, must be registered.  (mobile phones, tablets, etc.)

How can I find out if my device is registered or not?

To find your device’s IMEI number, dial *#06# from your device and you’ll see the IMEI number of your phone. Then, go to IMEI QUERY and see if your device is registered.
If you get a message stating that “No information found for your device”, or “your device is temporarily available”, then your device is not registered.
If your query has returned “Open to use IMEI” or “IMEI open to use with certain subscriber number”, then the IMEI number of your phone has been registered.

How do I register my unregistered device?

If you have imported your device individually or have it with you as a passenger, the things you need to do register it to MCKS: First, obtain a pre-clearance certificate issued by BTHK, then complete the customs procedures, and then apply to Subscriber Registration Centers.
First, obtain a pre-clearance certificate from BTHK for individual usage purposes, and submit to the customs.

5.8 TL application fee including VAT per item can be paid in advance by a POS device during the application (cash is not accepted) or deposited to the BTHK bank account and the receipt is presented at the time of application. Bank details are as follows:

For devices that have technical compliance, the pre-clearance certificate for personal use is issued by BTHK.
Then, customs procedures are carried out:
The customs clearance is initiated, using the import pre-clearance certificate obtained from the institution. Customs officers from the Customs Directorate are also present in the BTHK building.
In the Customs room located in the BTHK building, a “Customs Certificate” is received, indicating that the transactions of your device have been completed and that customs duties and/or fees are paid.
Finally, your device will be registered by subscriber registration centers (AKM) of Telsim or KKTCell:

i. Application Form: It is an application form contains Name-Surname, ID and your other information as well as IMEI information of your device, and signed by you. ii. ID: It is an official document shows your identity informations. (Identity Card, Passport, Military or Police ID Card)
iii. Customs Certificate: It is a document that shows the customs tax and/or duties of your device that you want to register to MCKS system with Individual Application are paid.
iv. Fee Receipt: It is a document that shows the MCKS registration fee is paid. You can make the payments from the banks listed below. It is sufficient to state the IMEI number of your device in the remark section. One device registration fee is 7,52 TRY including VAT. Bank account number of the institution is specified below.

If I’m going to be in the country temporarily (tourist, etc) do I still need phone registration?

International roaming users are not obliged to register their devices and can use their devices without time restrictions. However, if you have started to use the mobile operator’s line with a mobile communication license in TRNC. There is a 90 (ninety) day period to register the device.
